E-bikes and e-scooters are now a mainstream transport option across Queensland, bringing significant mobility benefits but also new safety challenges and community concerns. In response, Queensland introduced a suite of nation-leading e-mobility reforms in 2026, covering device standards, rider behaviour, enforcement powers, penalties, age and licensing requirements, and public education.

This presentation will provide an overview of the reforms, the policy drivers behind them, and key lessons from implementation. It will explore how Queensland is seeking to balance safety, accessibility, and innovation in one of Australia’s fastest-growing transport sectors.

Nick Mackay, Manager, Road Rules and Emerging Technology at the Queensland Department of Transport and Main Roads.

Nick leads policy and regulatory reform relating to road rules, emerging transport technologies, and e-mobility. He played a leading role in the development and implementation of Queensland’s 2026 e-mobility reforms, working across policy and legislative development, stakeholder engagement, and supporting implementation tasks such as operational enforcement and public communications. Nick is passionate about improving road safety outcomes while enabling safe and innovative transport options for Queenslanders.
