Dr Helen Wells, Senior Lecturer in Criminology and Criminal Justice at Keele University (United Kingdom) and Director of the Roads Policing Academic Network will present on AI cameras.

Whilst cameras that use AI to detect handheld phone use by drivers are growing in popularity across the UK, little is known about their effects beyond media headlines. The technology has been described as “phenomenal” (Honest John, 2025), and “a chance for the tide to be turned” (DIA, 2024) producing images that “speak for themselves” (BBC News, 2024), to the extent that they are “changing road policing” (SmartMotoring, 2025). Claims have been made about changes to driver behaviour and reductions in offending since the cameras were installed in Australia (WHO, 2026:144), but these present only a partial picture of what the cameras mean for road safety in the UK.

Whilst it appears that the technology can capture images reliably and effectively, we also need to understand what happens when that technology is used ‘in the wild’. This talk will describe the use of AI cameras in the UK as well as reflecting on some of the broader issues that are raised by their use.
