Queensland Government Parliamentary Inquiry – Heavy Vehicle National Law Amendment Bill 2025

On Wednesday 1 October 2025, Heavy Vehicle Safety Network (HVSN) Chair Marcus Cosgrove and Deputy Chair Greg Casey, attended the Queensland Parliamentary inquiry into the amendments into the Heavy Vehicle National Law amendment bill 2025.

Marcus and Greg spoke to the committee about our submission and supported the amendments subject to the provision of suitable education programs for the additional cohorts the the bill intends to capture. Also discussed was the response to the ACRS submission from Queensland Transport and Main Roads (TMR). Marcus and Greg highlighted the point that TMR, as a Queensland based organisation, did not speak for all participating jurisdictions in respect of how HVNL is administered in other states, nor could they speak to the working relationship between NHVR and other state police organisations.

Additional questions asked by the committee included questions regarding training and developments of truck drivers and transport managers. The committee provided the opportunity to discus any other relevant matter regarding HVNL amendments. Marcus and Greg took this opportunity to discuss the factors including the definition of “Rest” and the inadequacy of this definition which currently fails to ensure the restorative rest occurs for truck drivers. The Committee was very receptive to our submission and responses and received copies the research papers cited in our submission.
